DACAについて

今日はWilliam and Maryの基本情報について投稿する予定だったのですが、TrumpがDACAの打ち切りを発表したことの余波を現地で感じていることもあり、今回はDACAについて書きたいと思います。

まず、DACAとは、Deferred Action for Childhoodの略です。次に、定義は以下の通りです。

On June 15, 2012, the Secretary of Homeland Security announced that certain people who came to the United States as children and meet several guidelines may request consideration of deferred action for a period of two years, subject to renewal. They are also eligible for work authorization. Deferred action is a use of prosecutorial discretion to defer removal action against an individual for a certain period of time. Deferred action does not provide lawful status.

 簡潔には、「子供の時に親に連れられて米国に不法入国し、そのまま育った若者に滞在許可を与え、一時的に強制送還の対象から除外する制度。」(日経新聞 2017/9/6)と表せるようです。また、上記の引用元にある、"several guidelines"というのは以下のような項目を指します。

• 16歳未満の時にアメリカに入国している
• 在通学している、高校を卒業した、GED証書を取得した、もしくは米国沿岸警備隊や軍隊を円満退役した者
• 重罪、重大な軽罪、3つ以上の軽罪で有罪判決を受けたもの、もしくは国家安全は公共の安全を脅かすものではないこと

トランプ政権が発表した内容をそのまま反映すれば、6ヶ月後の2018年3月5日からDACAの対象者は「不法滞在者」となります。

この影響は留学先の大学にも及び、2通ほど大学からDACAに関するメールが送られてきました。DACA対象者へのサポート、そしてDACA撤廃に対して強く反対の意見を表明するものでした。メールの一部を以下に掲載します。

At William & Mary, 23 students are with us under the aegis of DACA.  As I said last year, DACA students are important members of our community.  They belong here, and we strongly believe they should be allowed to finish their educations.  William & Mary will keep doing all we can to support them.  Our welcome is unwavering for each W&M student, regardless of his or her national origin or immigration status.   

このように、今日はアメリカ政治の影響を身近に感じた1日でした。メールだけでなく、今日の寮のミーティングでも少し話題になりました。W&Mにきてから、Sensitiveな話題について色々感じることは多いです。このブログを通して私が現地で体感した”心の揺さぶり"のようなものを伝えることもできればと思います。
